New Delhi – Census 2027 will be India’s first digital census, and the government has already initiated extensive preparations for its successful implementation.

As part of these efforts, a dedicated portal called the Census Management and Monitoring System (CMMS) has been developed to manage and monitor the entire census process in real time. Through a unified dashboard, officials at the subdivision, district, state, and national levels will be able to monitor the census progress, field performance, and operational preparedness.

Houselisting and Housing Census (HLO) Mobile Application

This is a secure offline app for enumerators to collect and upload houselisting data, accessible only to those registered on the CMMS portal. This app allows data transfer directly from the field to the server, eliminating paperwork. It will be available in 16 regional languages ​​on Android and iOS platforms.

Houselisting Block Creator (HLBC) Web Mapping Application

Another innovation in Census 2027 is the HLB Creator web mapping application, which will be used by Charge Officers. It will facilitate the digital creation of Houselisting Blocks (HLBs) using satellite imagery, ensuring accurate geographical coverage of the entire country without any duplication or omissions.

Self-Enumeration Portal

An optional 15-day ‘Self-Enumeration’ period will be provided before the door-to-door enumeration (field visits). The Self-Enumeration Portal is a secure web-based facility that allows eligible respondents to submit their household information online before field operations begin. Upon successful data submission, a unique Self-Enumeration Identification Number (SE ID) will be generated. This SE ID will need to be shared with the enumerators, allowing them to verify the information.

A major innovation introduced for the convenience of citizens in Census 2027 is the introduction of the ‘Self-Enumeration’ facility, the key features of which are as follows:

This facility will be available through a dedicated online portal.
The portal will be available in 16 languages ​​(Assamese, Bengali, English, Gujarati, Hindi, Kannada, Konkani, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Tamil, Telugu, and Urdu).
Respondents can enter their information independently, after which a unique Self-Enumeration (SE) ID will be generated. To ensure data accuracy, the portal itself provides user guides, flow charts, frequently asked questions (FAQs), essential ‘tool tips’, tutorial videos, and answer verification options. Enumerators will verify this data during door-to-door visits and integrate it with the main census data.
