Shri Chawla is Post Graduate in Economics and is highly regarded as an expert in economic affairs, having held the posts of Deputy Secretary, Director, Additional Secretary and Special Secretary, Department of Economic Affairs before joining as Secretary, Ministry of Civil Aviation from February 2007.

He has also worked as Joint Secretary and also Additional Secretary & FA in the Ministry of Chemicals & Fertilizers. For a short duration, he also held the additional charge of Secretary, Ministry of Information & Broadcasting. Shri Chawla has also held important assignments in the Government of Gujarat.
